You bet. Any computerized system is, that's why many states are dumping their computer voting machines and going back to the old fashioned ballots.
(In 2004, in Florida, Jeb Bush ordered computer voting machines, and a special program that tallied all the votes for one person, no matter who was voted for. Any wonder his brother won by a landslide.)
