How do I turn 'javascript' on? For use with things like you tube etc?

Every few weeks for some reason my computer tells me I need to install the latest flash player, which is rubbish as I already have it. The other option it says is to 'turn on' javascript. What step by step process allows me to turn the poxy thing back on?
I usually do a system restore then it comes back, there must be an easier way?
