Depending on what phone it is. A lot of modern phones have the capability to act as a modem.

Plug it into your PC via a USB cable and it should install a modem driver. You'll need a service provider to dial out to & it will probably cost you a bomb on PAYG.

You'd be better off buying a 3G card with a monthly subscription.
