If you are just starting out take a look at Dreamweaver, Adobe GoLive, or Microsoft FrontPage. They are great for beginners because you just point and click and it will draw the code in the background to make the page work.
As for the templates, I don't know if there are any really good websites out there that have free templates. Most are paid only things like http://www.templatemonster.com

Edit: I never heard of NVU that's really neat. Good find! Personally I hate all designers who use programs like Dreamweaver cause all the programs make the code so bloated. Plus the one using the program doesn't actually know how to code, which I like learning. That's just me though.
