It's due to a corrupt startup file: Have you installed anything recently?
There are many things it could be - Nero is a possibility: If you have it, try uninstalling it.
You could try disabling startup programs using start - run - msconfig & then re - enabling them one at a time to determine which is the faulty program.

press f8 while booting

run your system in safe mode

after loging in go to system restore

and restore your system

It doesn't matter whether you have a laptop or pc because it is not concern with hardware. It happens due to virus. First you need to install antivirus to remove virus then install a new window and again install antivirus so that it never happens again. I recommend two antivirus one is MCafee and 2nd is Symantec 4.0 which is free. Thanks
