When Manchester hosted the commonwealth games did just English taxes pay for it?

Or did all British countries i.e Scotland, Wales & Northern Ireland as well as England taxes help pay for them like the 2012 Olympics?
Well now i want to know why just the Scottish people have to pay for the Glasgow commonwealth games. (no one else just Scots) but when something is held in England everyone has to pay?? Scotland is part of Great Britain so why isn't the door swinging both ways? We help pay for commonwealth games in england they help pay for it in Scotland. And no i don't know if england had to pay when the commonwealth games were in Edinburgh sorry
